RER/9/096: 2nd Regional WS Self-Assessment of Natl Reg Infra & RASIMS

From 14–18 December 2009, the project RER/9/096 Strengthening National Infrastructures for the Control of Radiation Sources (TSA-1), (Phase II), will have its 2nd Regional Workshop on Self-Assessment of National Regulatory Infrastructure and RASIMS, the Radiation Safety Information Management System.

PURPOSE OF THE WORKSHOP: Two essential elements of a strong national infrastructure for nuclear, radiation, radioactive waste and transport safety are the legislative and statutory framework (e.g., legislation, regulations and guidance, and the establishment of an independent regulatory body), and the activities of the regulatory body. These are ensured through the implementation and application of the IAEA Safety Standards, in particular the Legal and Governmental Infrastructure for Nuclear, Radiation, Radioactive Waste and Transport Safety (GS-R-1); and the Basic Safety Standards for Protection Against Ionizing Radiation and for the Safety of Radiation Sources (BSS-115).

These essential elements are validated through the processes of selfassessment and external appraisal/review. The outcomes of selfassessment performed following this Workshop will contribute to the determination of Member States’ needs relating to RER9096 in the period 2010-11, and will provide a major source of objective information to be included in RASIMS, the IAEA’s new web-based information management system. RASIMS is a collaborative platform that allows the IAEA Secretariat and its national counterparts to work together to improve radiation safety. RASIMS collects, stores and maintains, in a systematic and harmonized manner, information on the 3 State’s level of implementation and application of IAEA Safety Standards.

The Workshop will introduce RASIMS and build competence and develop practical skills related to regulatory body self-assessment in the context of the TC Programme for the Europe region.

PARTICIPANTS QUALIFICATIONS: Two (2) participants from each country should attend: The participants should be experienced professional regulators, at least one being a senior regulator. Both participants should be currently working closely with TC projects in particular relating to Thematic Safety Areas (TSAs) 1 through 6 i.e. regulatory infrastructure; control of occupational exposure; control of medical exposure; public exposure and waste management; emergency preparedness and response; together with the Code of Conduct on the Safety and Security of Radioactive Sources.

NATURE OF THE MEETING: The Workshop will consist of plenary presentations, practical sessions and technical discussions. All participating countries are expected to apply their national experience/approach for self assessment in the area of national regulatory programmes for radiation safety.
